The Low Construction Quotation Trap: Why Cheap Quotes Cost Up to 30% More
Updated: 5 days ago
Ever wondered why house construction quotations for the same villa can differ by up to 30%? The lower quote is rarely a discount. More often, it leaves out structural safeguards, uses vague specifications or quietly drops items from the scope. Those gaps can add 16-30% to your final cost.
Over years of building villas across Delhi NCR, we have seen the same three gaps appear in quotation after quotation. This guide explains each one, what a complete construction quotation should include, and how to compare two quotes side by side.
In this guide:
Why do construction quotations vary so much?
Construction quotations vary because builders don't quote on the same basis. A lower quote usually skips technical compliance, describes materials vaguely or leaves items out of the scope. Once those gaps are filled, the cheaper quote typically ends up 16-30% more expensive.
Hidden cost | What's usually missing | Added cost |
Technical compliance | Technical compliance of structure, electrical, plumbing and waterproofing | 8-12% |
Vague specifications | Quantities, model numbers, thicknesses, brands | 5-11% |
Missing scope | Fixtures, design services, approvals | 3-7% |
Total | 16-30% |
Here is how each gap works, and how to spot it in your own quotation.

Hidden cost 1: Structural, electrical, plumbing and waterproofing shortcuts
Most plot owners are not engineers, so their attention naturally goes to what they can see: marble, windows and bathroom fittings. Structure, electrical, plumbing and waterproofing are taken on trust. That is the gap some contractors exploit.
Doing this work to IS codes, and designing it for future maintenance, adds 8-12% to the cost. Skip it, and you save that money today but pay for it later in repairs, safety risks and a shorter life for your home. Let us understand this better through a sample of three examples.
Structural design not shared for peer review
Delhi NCR lies in seismic zone IV, so the structure is no place for guesswork. A sound structural design follows IS 456 (reinforced concrete), IS 1893 (earthquake-resistant design) and IS 13920 (ductile detailing). Ask for the structural design model and drawings, and have an independent structural engineer review them. If a builder won't share them, treat that as a red flag.
Overloaded electrical circuits
To save on wire, some contractors put too many points on one circuit or use wires thinner than the load needs. The result is frequent tripping, overheating and, in the worst case, a fire risk, especially with ACs, geysers and kitchen appliances. Wiring should follow IS 732, with separate circuits for heavy loads and correctly sized wires and MCBs.
Plumbing buried in walls and structure
Pipes embedded in walls or slabs are cheaper to install but painful to repair. A single leak can mean breaking tiles, walls or ceilings. Plumbing designed for access, using shafts, ducts and under-slung lines, makes future maintenance simple. Read more in our guide to under-slung plumbing design.
We have shared only three examples here, but non-compliance can show up in many other parts of structural, electrical, plumbing and waterproofing work. That is why these details deserve a close look before you sign.
See the difference for yourself.
Visit a Prithu Homes villa under construction, then a local contractor's site near you, and compare what you see.
Hidden cost 2: Vague specifications for interiors and finishes
A low quote is often low because its specifications are open to interpretation. Let's understand this with an example for Wardrobe specifications:
The wardrobe example
The quantity isn't stated: Fewer than 5% of the market quotes we see mention how many wardrobes are included. Most just say "wardrobes in all bedrooms". You picture wall-to-wall, floor-to-ceiling units. The contractor may have something much smaller in mind.
The material specifications are open-ended: A quote may say "Hettich drawers and hinges". But Hettich makes many types of drawer channels and hinges, and the price difference between them can be up to 400%.
Crucial details are missing: Edge band brand and thickness, carcass board thickness and laminate thickness decide how long a wardrobe lasts. They are rarely mentioned.
The same problem in other finishes
The same ambiguity runs through windows, doors, the modular kitchen, bathroom vanities, false ceilings, paint and fabrication work.
So a low quote isn't a better deal. It is lower because the materials are cheaper or the quantities are smaller. Bringing these items up to Prithu Homes' recommended specifications typically adds 5-11% to the cost.
Hidden cost 3: Items and services missing from the scope
When you take a quotation, you assume it covers a complete home. But checking whether every item is included is hard unless you know what to look for. Some builders rely on that knowledge gap. Together, missing items and services typically add 3-7% to the cost.
Commonly missing items
Water motors with an automation system
Ceiling fans in balconies and servant toilets
An adequate number of switches and sockets in each room
These are only three examples. Many other items can be left out of a quotation in the same way.
Commonly missing services
Architecture and interiors customised to your needs: This is a big gap, because how you want to live in your home is highly personal.
Liaisoning: Building plan approval, the completion certificate, and electricity, water and piped gas connections.
Coordination with neighbours and the RWA, where needed.
Again, these are just three examples. Other services can be missing from the scope too, so ask for a complete list of what is included before you sign.

How to avoid the low quote trap
There are two simple ways to protect yourself before you sign.
1. Compare the quotations yourself, with help from AI
Upload the quotations you are considering to an AI tool and ask it to prepare a comparison report on transparency and total cost. As you go through the report, check these six things:
Line up the scope item by item. Anything missing from one quote is a cost you will pay later.
Normalise the specifications. Compare the same brand, grade, thickness and quantity. Otherwise, you are comparing two different homes.
Check model numbers, not just brand names. "Hettich" or "Jaquar" alone can mean very different price points.
Read the exclusions. What is left out often matters more than what is included.
Ask for the structural drawings and have them reviewed independently.
Visit sites. See both builders' completed and under-construction homes.
AI is a useful first pass, but it can't tell whether a vague line item hides a lower-grade material. That is where an expert eye helps.
2. Get a free comparison from our technical consultant
We offer a free, no-obligation quotation comparison. Schedule a meeting with our technical consultant, who will take you through another builder's quotation and ours line by line, and show you what each one includes and leaves out. To see what a comparison looks like, read our case study on a stilt + 4 floors home in Kohat Enclave, Delhi [Link: Case Study 3].
You can also upload both quotations to an AI tool and ask it to compare them on transparency and total cost. It is a useful first pass, though it can't tell whether a vague line item hides a lower-grade material.
Frequently asked questions
Why do construction quotations vary so much?
Builders don't quote on the same basis. A lower quote usually skips technical compliance, uses vague specifications or leaves items out of the scope. Once those gaps are filled, the cheaper quote often costs 16–30% more.
How do I compare two builder quotations?
Compare both quotations side by side, check specifications and exclusions. Or simply let AI do it for you - come to us for an easy comparison!
Is the cheapest construction quote always a bad idea?
Not always. A low quote is fine if it matches the other quotes on scope, specifications and technical compliance. The problem is a quote that is lower because those things are missing.
What is the construction cost per sq ft in Delhi NCR?
The final cost depends on specifications, design and plot conditions. For an estimate, use our House Construction Cost Calculator for Delhi NCR. Construction cost depends on your specifications, design and plot, so a per sq ft figure on its own can be misleading. For an accurate quote, book a 90–120 minute session with our team. We will understand the home you want to build and give you a quotation for it. Schedule a meeting.
Choose your builder carefully
The low quotation trap doesn't just raise your costs. It creates stress and widens the trust gap between homeowners and builders.
Building a villa is a lifetime decision, with a great deal of money and emotion involved. Spend the extra time now to choose your builder well. It costs far less than fixing the wrong choice later.
